Was Obama's Europe tour a failure?

So the other night I was watching Bill Maher and he had David Frum, Bush's old speechwriter and creator of the famous term "The Axis of Evil", as one of his guests. He had two other gentlemen who's name escape me but I believe they were Republicans as well. 

But David caught my attention because of his negativity and his utter determination to label Obama's trip to Europe as a failure because he was "rebuffed". For this guy it was all about money and how Obama's trip was a disappointing failure because he could not get the European nations to spend as much CA$H as he would've like them to. So in $$$ terms, or in David's view, it was a failure. It doesn't matter that he has helped change the tone of American-European relationship, given it was so battered by the end of the Bush presidency. Noooo...  that doesn't count because he just did not get them to open their pockets. 

Is it just money and the ability, if you can call it an ability, to impose ourselves and our views as a nation upon other nations all that the Republicans care about? Is this the meaning of success for them? 

What do you guys think? Enquiring minds wanna know...

Well Jen the concensus is that he gave a lot and got nothing in return, but we'll see what happens in the next few months. I didn't like when he stood in foreigh soil and call America "arrogant", but I'm very partial to the US ;)
